Clause 1(Scope) Interpretation of the first paragraph

The first paragraph of scope as below:
IEC 60335-1:2020 content:
This International Standard deals with the safety of electrical appliances for household and similar purposes, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances including direct current (DC) supplied appliances and battery-operated appliances.
IEC 60335-1:2010+A1:2013+A2:2016 Version 5.2 including Version 5.1:
This International Standard deals with the safety of electrical appliances for household and similar purposes, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances.
NOTE 1 Battery-operated appliances and other d.c. supplied appliances are within the scope of this standard. Dual supply appliances, either mains-supplied or battery-operated, are regarded as battery-operated appliances when operated in the battery mode.

Key point 1: In conventional mains voltage, the rated voltage of single-phase is up to 240V, and the rated voltage of three-phase is up to 415V; therefore, our general household and similar-use electrical appliances using mains voltage are within the scope of this standard.

Key point 2: This standard is concerned with product safety, and safety is not related to, such as energy efficiency, EMC, performance, etc. are not in the scope of this standard.

Key point 3: This standard is concerned with “household and similar purpose” appliances. Household means domestic, and similar purpose could mean using in farm, light industry, hotel, office, shopping malls, convenience stores.
Similar purpose, I think the main criterion is the group of people who use the appliance. People who use the appliance are usually inexperienced people who may not have the most basic awareness of preventing electric shock. For example, vending machines used in shopping malls. On the other hand, commercial ice cream machines used in fast food restaurants is a commercial use condition . We can obtain information about applicable products based on the name of part 2.


If a new product cannot find a corresponding part 2 based on the name and the requirement in part 2, and we determine that it is a similar purpose or household appliance, only part 1 can be used for evaluation. For example, Air Oxygen Concentrator for domestic not for medical use.

In previous versions of the standard, there was relatively little focus and mention of DC-powered products, and those using battery power. As we mentioned, standards often lag behind products and technologies. In previous versions of the standard, the requirements were more focused on AC-powered products; as technology has evolved and more battery-powered products and DC-powered products have been designed and introduced to the market, the standard has been updated to take these requirements into account. A typical example is clause 12 – Charging of metal-ion batteries.
