Clause 1(Scope) Interpretation of the second paragraph
The second paragraph as below:
Appliances not intended for normal household use but which nevertheless may be a source of danger to the public, such as appliances intended to be used by laymen in shops, in light industry and on farms, are within the scope of this standard.
NOTE 2 Examples of such appliances are catering equipment, cleaning appliances for commercial use, and appliances for hairdressers.
The standards are primarily for electrical products used for domestic purposes, but in reality, the possible environments in which ordinary household electrical products may be used are not limited to the domestic residential environment. For example, vending machines used in shopping malls, weed whackers used on lawns in home yards, air conditioning and humidification systems used in small factory environments, and cookware used in restaurants. It should be noted that this standard also considers appliances used by non-professional people. After mankind entered the electrical age, the first thing that appeared was the electric light, and soon appeared household appliances, so the use of household appliances is very wide range, it can be said that, where there is electricity, there are families using household appliances, so our ordinary users of household appliances can be considered non-professional people. Because household electrical appliances are usually used in ordinary home environments, their working environment and the people who use them are different from those of IT and AV products. Relatively speaking, the people who use IT and AV products have a higher level of cognition and a clearer understanding of hazardous situations. Therefore, the requirements of this standard are more stringent than those of IT and AV products. The same principle, different standards correspond to different products, different groups of people, the corresponding requirements are also different.
