How to understand the eighth paragraph of INTRODUCTION
The eighth paragraph of introduction as below:
An appliance that complies with the text of this standard will not necessarily be considered to comply with the safety principles of the standard if, when examined and tested, it is found to have other features which impair the level of safety covered by these requirements.
Although the product meets the requirements of the standard, if in the process of evaluation, it is found that the product carries other characteristics which may produce some kind of danger, and at the same time, there is no requirement for the evaluation of such characteristics in the standard, then it cannot be judged that the appliance complies with the standard. This means that compliance with the standard text does not mean that the product is safe.
This is a very important statement, which means that the implementer of the standard must have a common sense of product safety and risk protection. Typically, the more experienced will fare better. For the inexperienced, I think the product needs to be evaluated more in terms of the actual conditions under which it will be used, and personal guesses as to what is reasonably likely to misuse it.
