A question regarding to how to use the small parts cylinder of Figure 13 in standard IEC 60335-1?

There is a requirement in clause 22.12 – the last paragraph as below: If the part is removed and can be contained within the small parts cylinder in Figure 13, its loosening is considered to result in a choking hazard.

The standard is concerned that if parts are too small, they could be swallowed by infants or young children, posing a choking hazard. So, what size component is considered a small component? The standard is evaluated using a cylinder.

If a part is made of a soft material, should we apply pressure when placing it into the cylinder? If pressure is applied, the part is classified as small, while if not, it is not.

I believe that pressure shouldn’t be applied here. It’s not because the part won’t withstand pressure, but because the standard doesn’t mention the necessary for it. Applying pressure forcibly raises other questions, such as how much pressure should be applied? Should pressure be applied at the most severe point? What kind of material requires pressure? Clearly, the standard doesn’t specify how to apply pressure, so it shouldn’t be necessary.
