Clause 1(Scope) Interpretation of the third paragraph

In different versions of the standard, the third paragraph is described somewhat differently. But its basic intent is similar. For example, the latest version of the standard describes the content as follows:
This standard deals with the reasonably foreseeable hazards presented by appliances that are encountered by all persons. However, in general, it does not take into account:
– persons (including children) whose
• physical, sensory or mental capabilities; or
• lack of experience and knowledge
prevents them from using the appliance safely without supervision or instruction;
– children playing with the appliance.

The standard deals with the hazards that the appliances that are encountered by all persons, but does not take into account the protection of physically or mentally challenged people, nor does it take into account the dangers posed by young children playing with the equipment.

Some of the newer versions of the standard take into account some of the protection of children, for example, in chapter 8 added requirements for children to test their fingers – test probe 18, for example, some of the part 2 of standards specifically mention that the product must not have flashing lights or sounds to attract children, and there are some requirements in clause 22.44; the increase in the requirements of 22.51 is to protect some physically challenged people.
