Clause 1(Scope)-Note 1 Interpretation of the first paragraph’s note

Note 1 as below:
NOTE 1 battery-operated appliances and other d.c. supplied appliances are within the scope of this standard. Dual supply appliances, either mains-supplied or battery-operated, are regarded as battery-operated appliances when operated in the battery mode.

The implementers of the standard may think that the requirements of this standard can be disregarded for those battery-powered appliances where there is no risk of electric shock due to the low voltage of the battery itself. However, from the actual situation, this is not the case. Although this standard focuses on the electrical safety of the product, it also focuses on whether the product has mechanical, thermal, fire, chemical or toxin hazards. Even if there is no electrical damage, there may be other dangerous elements present in the product that still need to be evaluated using this standard. In addition, some battery-powered products, although the voltage of the battery itself is very low, there will be a boosting circuit inside the product, and the boosted voltage will still be harmful to the human body, which still needs to be considered as a safety requirement.


For example, A handheld fan powered by a rechargeable battery has exposed fan blades that can be reached directly by hand. Although the operating voltages of both the battery and the fan motor are low, and the fan blade is soft; it is still necessary to check whether any part of the appliance’s internal operating voltage is higher than that of the battery, and at the same time, the hardness of the fan blade is less than the limit value specified in the standard.
