This standard – IEC 60335-1 is the first part of the 60335 series of standards, and is also a generalized part, meaning that all products applicable to this standard should consider the requirements of this part. At the same time, different home appliances need to match the applicable Part II standard by themselves, combining Part I and Part II together. The requirements in this standard are only for product safety, and do not consider requirements for energy efficiency, performance, function, EMC, etc. Since this standard only considers safety, then the general consumer understanding of the broader sense of quality issues, is not required by this standard. As a simple example, a consumer buys a desktop fan from the market, but the motor inside the fan does not rotate and cannot blow air. This kind of problem belongs to the quality problem in a broad sense. There is no provision for this situation in this standard, so it is not possible to use this standard to determine that the fan is unqualified. Unless the fan has caused harm to persons or their property in the course of use.
